Four questions that shape a small nation's future

His research runs from applied macroeconomics and econometrics to the practical choices facing central banks, ministries of finance and firms across the region.

01

Productivity and growth

Why output per worker stalls in small economies, and how skills, management and innovation in firms can lift it.

02

Money, finance and digital payments

Monetary policy and inflation, the long-run neutrality of money, and how trust shapes the adoption of digital payments and JAM-DEX.

03

The external constraint

Balance of payments sustainability, foreign exchange, public debt and the exposure of small open economies to global shocks.

Climate and development finance

The economic and financial case for adaptation investment in Caribbean small island developing states.

Signature framework

The Macroeconomic Operating System

Why do economies that stabilize still fail to grow? Andre's framework treats an economy as an operating system: six resources feed six processes, and completed processes feed value back into the resources. Five hindrances can break that loop and leave an economy stable but stuck, in deadlock. Switch one on below to see where it bites.

How to read this

When resources meet a process's requirements, the process completes and its value flows back to expand the resource base, so the economy climbs. Hindrances raise the effective requirement without adding resources, so the loop stalls even when resources seem sufficient. A deadlocked economy is stable, but stuck.
